Robin “Montana” Williams is the Co-Founder and Managing Partner of CyberTec Academy, a division of Titan Rain Cybersecurity (TRC), LLC. CyberTec is the education and training arm of TRC. TRC is a full-service education, training, and consulting firm focused on creating cyber resiliency. TRC specializes in the areas of IT/Cybersecurity risk mitigation, governance, workforce development, advisory services, international standards, and policy consulting services. Mr. Williams is a visionary senior executive with over three decades of corporate and government experience in operations, information security, and risk management, cyber training, workforce development, exercise planning, cyber assessments, and cybersecurity consulting efforts across most government and private sectors. He guides and executes TRC’s global strategy, directs the lines of business, superintends corporate engagement, and serves as TRC’s cyber evangelist. His passionate advocate for global cyber resiliency, often speaks an cybersecurity conferences, serves as Co-Director for DHS’s Cybersecurity Education and Training Information Sharing and Analysis Organization (ISAO), and as a-at-large advisor to CyberUSA. Furthermore, he is an adjunct professor at California State University-San Bernardino teaching cybersecurity, cyber defense, and cyber risk management. Finally, Mr. Williams is a Certified Workforce Development Professional (cybersecurity specialty) by the National Association of Workforce Development Professionals.
Dr. Julie Woodward, DNP, NP-BC, MBA

Dr. Julie Woodward is the Co-Founder and Managing Partner of CyberTec Academy, a division of Titan Rain Cybersecurity, LLC. Dr. Woodward brings extensive business operations experience to CyberTec, as a board certified medical provider, she is an expert in healthcare informatics, healthcare-related information security, and medical services/operations delivery, having previously served as a Fortune 25 executive. As a specialist in healthcare informatics, she is well-versed in implementing sound policy and processes to integrate systems to protect patient health information (PHI). Additionally, she provides solutions for Electronic Health Records and data analytic systems, that ensure the utmost in information protection. She oversees the day-to- day operations and strategy of both companies; in addition, provides specialized consulting to the healthcare industry on improving organizational cyber resilience.
Dr. Ernest McDuffie, PhD

After retiring from federal service in late 2014 he established The Global McDuffie Group to
focus on cybersecurity training and education. In early 2010 the National Institute of Standards
and Technology (NIST) was selected as the lead agency for the National Initiative for
Cybersecurity Education (NICE) and they identified Dr. McDuffie to be the Lead for this effort
and has now completed his transition to this new position. In his previous position he had been
appointed the Associate Director of the National Coordination Office (NCO) for Networking and
Information Technology Research and Development (NITRD) in February 2008. From early
September 2009 until early November 2009 he served as Acting Director of the NCO. His
appointment as the Associate Director of the NCO comes after joining the NIST as a Computer
Scientist in their Information Technology Laboratory, Office of Federal and Industrial Relations.
In August 2006, Dr. McDuffie joined the NCO where he served as the Technical Coordinator for
the Cyber Security and Information Assurance (CSIA) Interagency Working Group (IWG),
Federal Agency Administration of Science and Technology Education and Research (FASTER)
Committee of Practice (CoP), and the Software Design and Productivity (SDP) Coordination
Group (CG).
Prior to joining the NCO, Dr. McDuffie served as the Deputy Director of the Office of Naval
Research (ONR) – Science and Technology for America’s Readiness (N-STAR) Initiative from
Sep. 2004 to Sep. 2006. From Sep. 2002 to Sep. 2004 he served as the Lead Program Director
for the Federal Cyber Service: Scholarship for Service (SFS) Program at the National Science
Foundation (NSF).
He served as an Assistant Professor at Florida State University in the Department of Computer
Science where he taught both graduate and undergraduate courses in CS for seven years from
Sep. 1995 to Sep. 2002. Dr. McDuffie has participated in software engineering projects for the
U.S. Air Force, the National Center for Atmospheric Research, the Federal Aviation
Administration, Lockheed Missiles and Space Company, Los Alamos National Laboratory, and
the National Security Agency.
Dr. McDuffie received his Ph.D. (1995) and M.S. (1992) degrees in Computer Science from the
Florida Institute of Technology in Melbourne, Florida, after a B.S. degree in Computer Science
(1990) from Stockton University, Pomona, NJ. and an Associates in Applied Science degree
(1983) in Communications Technology from the Community College of the Air Force.
